Only 7 degrees of flaps?

I noticed that the Avid Flyer Mark IV Speedwing I recently purchased only has 7 degrees of flap movement.

 

Everything I've read so far indicates that the plane should have 15 degrees of flap movement.

 

Anyone know anything about this?

some guys were scared of control reversal and limited the flap travel.  I use all I can get but dont normally pull in any flaps till final and on take off.

I have -3 up and 15 down.  No issues throughout the whole flight envelope.  Mine is the standard length wing but I dont think that matters.  Avid factory later said -6 up to 15 down was ok, but it will make for some stiff control pressure if manuvering at -6.
