Tail spring mounting

Having just replaced my broken 2 leaf spring with a 3 leaf,how tight should the mounting bolt/clamp be.I assume there needs to be some allowance for flexing.There is a thin reinforced rubber pad between the Spring and rear clamp.(Fox 4 1200)
